Well, I guess that Shawn Cage couldn't control the Soma Osteon yet. If my imagine is right, they had many casualties by the congested Soma Osteon. Anyway, I contacted with the Mayor at the Cohen Village, and the Mayor suggested me to retrieve the ownership of the mine, than he'll give me the Chief position. For that, we have to kill Shawn Cage and Soma Osteon and get the evidences of them.
