Monsters are bothering him near the Cargo Fields whenever he tries to sends stuffs to the Roke Watchtower and the Prison Mines. If you are interested, please kill 20 Desert Stone Golems and 20 Gropies near Cargo Field and go to Temperion Master Dekain.
